Foster brother Braxton Vaughn turned himself into police reporting that he had strangled Rachel to death. Rachel was found dead in her apartment nude from the waist down with her bra and blouse cut off.

Vaughn reported that he had removed her clothing because he wanted her to be seen that way; media reports indicated that Vaughn and Wurster had dated in high school.

Vaughn plead guilty to murder and was sentenced to 50 years in prison.
