Tiana, originally from Leominster and a University of Hartford graduate student, was slain by ex-boyfriend, James Carter, 28. The victim's father told the media that Carter had been harassing Tiana, so she filed a restraining order against him a month before her death. Carter had violated numerous restraining orders before stabbing Tiana to death in Plainville. According to media reports, Tiana went to police to complain, but they took no action.
Carter was held on $2 million bond, and was sentenced to 60 years in prison.
After her death her Father, Alvin Notice, successfully lobbied for GPS monitoring of domestic-violence defendants who have violated court orders.
