Jacinto Ragland, 40, allegedly strangled his girlfriend Ramiya to death. Ragland told a store clerk that he had killed his girlfriend. When police went to the apartment, they found Ramiya’s body in the closet.

Ragland had a history of violence including kidnapping a minor and family violence. He was also a registered sex offender.
